This is the well-known "Your Phone" application from microsoft that allows you to directly access the photos, texts and other data of the phone (Android) on your computer.
So after connecting your phone to the computer you can access your photos and messages from it. However, it allows you to send or receive messages through your computer on your phone.
All in all, it's a pretty decent app that probably needs further improvements, but even so, it really takes the user's hands off.
If you want to add another phone you will need to sign out of the Microsoft account on your phone, then run the app and sign in from the other.
