Wizmouse: Navigate to any window without clicking

Wizmouse is a free utility that lets you scroll through any window by hovering over any open application instead of clicking to change the focus in a different window. Without clicking on a window you can move through the window with the mouse wheel, saving you extra clicks and time.

Wizmouse makes the mouse wheel work in the window below the mouse pointer instead of the currently active window. It may not seem like a big deal, but if you do a lot of things together like, copy and paste from program to program and have more than one window open or use multiple screens, this little tool saves time and clicks.

 It has a basic interface so that the options are easy to configure. You can choose to enable or disable it, start with Windows, enable it for applications without mouse wheel support, and choose how many lines the mouse will move. It is slightly different from similar applications in that it can optionally activate the mouse wheel in applications that do not support it.
