PDF Mixer is a free utility that allows users to mix PDF pages with 2 or more PDF files, add PDF pages to existing PDF files, and save them to a new file. With this tool, you can easily rearrange, copy, rotate, delete, edit, and merge PDF pages into multiple PDF files. Additionally, PDF Mixer lets you import blank pages and images, scan new pages from your scanner, and import pages from MS Word, Excel, PowerPoint, and text files into a PDF file.

If you do not have PDF files and just need to create PDF files from other formats, it allows you to import other document formats from Word, Excel, PowerPoint, TXT even if you have not opened a PDF file. Finally, it allows you to protect your files by disabling printing or copying.
